Helpful QIPP Information on HHSC Web Site

We have reported in previous issues of THCA Notes that the Upper Payment Limit (UPL) system that was established for nursing facilities in 2012 was transitioned into an interim, “Minimum Payment Amount Program” (MPAP) system when nursing facilities were carved into Medicaid Managed Care on March 1, 2015. The MPAP program was intended to be a short-term program that would ultimately be replaced by a program more performance-based in nature. To that end, HHSC Budget Rider 97 in the 2016-2017 Appropriations Bill budget directed the Health and Human Services Commission (HHSC) to transition the MPAP to the Quality Incentive Payment Program (QIPP), a program containing performance-based initiatives.

THCA has worked closely with HHSC in the development of this new program, which will be implemented on September 1, 2016, when the MPAP will end. Providers currently participating in the MPAP may transition into the QIPP, and providers not currently participating in the MPAP may choose to participate in the QIPP (if they meet the necessary eligibility requirements).

To assist providers in understanding the QIPP process, HHSC has posted on its website a wealth of information about the program, including key dates, eligibility requirements, project valuation tools, and archived webinars. The web site can be found here. In addition, questions about the QIPP can be submitted directly to HHSC at this email address.
