Payroll Based Journal — Are You Providing Your Data?

To date, very few nursing facilities have registered for or tested the Centers for Medicare and Medicaid Services (CMS) Payroll Based Journal pilot. The reasons to not participate in the pilot may be obvious:

  1. Hope that the July 1, 2016, implementation date will be delayed.
  2. Hope the entire system will be scrapped.
  3. It is one more thing to do, staff time and energy are already stretched, and if it is not yet required, wait until it is required.

The American Health Care Association (AHCA) has been told by CMS that reasons number 1 and 2 will not occur (this was part of the Affordable Care Act and the IMPACT Act), and waiting based on number 3 is not in a providers’ best interests.

The CMS software remains relatively untested and it is clear that each provider will need to determine HOW the data is going to be gathered, WHO is going to enter or upload this data, HOW direct caregivers not on your payroll system will get processed, and HOW the process will be completed each quarter in a timely manner. These are some of the critical reasons to test the system out before the required implementation date of July 1, 2016.

AHCA noted that Kronos and OnShift are two time and attendance companies that have worked diligently on behalf of their customers to assist in this pilot submission process. If you utilize either Kronos and/or OnShift for time and attendance purposes, you are urged to contact your business representative to find out how they can help you with this pilot process. Not using one of those two vendors? Contact your time and attendance vendor to see what they know about the process and determine if they can assist you. Either way, you will want to participate in the pilot well before July 1, 2016. Don’t wait to test your policies, procedures, software, and allocated staff time until July 1, 2016–give the system a test now so you have time to problem solve before the deadline.
