HHSC Implements New System for Medicaid Cost ReportingTHCA recently sent to membership a reminder that the Medicaid cost reporting process has undergone a significant change from prior years. As a reminder, beginning with the 2015 cost reporting cycle, providers must submit their Medicaid cost data through a new, web-based program that the Health and Human Services (HHSC) has implemented. HHSC is requiring providers to submit their costs through the new State of Texas Automated Information Reporting System (STAIRS) no later than April 30, 2016. Further, all supporting documents, including signed and notarized certification pages, must be uploaded into STAIRS. No documentation will be accepted through the mail or via email. It is our understanding that submission of cost data through the STAIRS system will initially require substantially more time than in previous years, so preparers of cost reports are strongly encouraged to access the system as soon as possible in preparation for the April 30, 2016 deadline. Also, please remember that, as in the past, preparers must complete the appropriate HHSC training webinar in order to be able to submit a cost report. THCA has also recently been informed by a cost reporting specialist that issues have risen with the Schedule G portion of the new STAIRS system, and that modifications to the Schedule G may be required. If this is required, cost report preparers are advised contact HHSC Nursing Facility Rate Analyst Brian King directly for his approval (512-707-6074, or email HERE). |
